台灣護理學會的前身為中華護士會（Nurses’ Association of China, NAC），其草創發軔係由英、美、德籍醫療宣教護士們的努力奔走下籌建而成。1908年美國基督教衛理公會（The Methodist Episcopal Church）信寶珠女士（C. E. Simpson）來華進行醫療宣教。有鑑於醫療資源缺乏， 護理毫無標準，遂常致函在華博醫會（Medical Missionary Society in China）之高士蘭醫師（P. B. The predecessor of the Taiwan Nurses Association was the Nurses’ Association of China (NAC), which was founded through the efforts and advocacy of medical missionary nurses from the United Kingdom, the United States, and Germany. In 1908, Ms. C. E. Simpson of the American Methodist Episcopal Church (1784–1939) came to China for medical missionary work. Recognizing the lack of medical resources and the absence of nursing standards, she frequently corresponded with Dr. P. B. Cousland of the China Medical Missionary Association to discuss the establishment of a nursing organization to train local nurses. In 1909, a small group was founded in Kuling, Lushan, Jiangxi, with Ms. Hart serving as president and Ms. Henderson as secretary. This was the earliest civilian nursing organization in China. In 1912, foreign missionary nurses, including Simpson, Gage, Clack, Bell, Harris, Lowe, and Murdoch, held a preparatory meeting in Kuling. They drafted the association's charter and discussed matters such as standardizing nursing school curricula across the country, sourcing textbooks, unifying national examinations, registering schools, and issuing graduation certificates. It was also decided that The First National Assembly of Nurses would be held in Shanghai in 1914.

蓋儀貞女士（Nina D. Gage）為中華護士會首任會長（1914），後亦當選國際護理協會ICN理事長(1925-1929）。1908年受美國雅禮會派遣來華，於湖南長沙創辦「湘雅醫院護士學校」，並擔任校長，是本國創辦護士學校教育的第一人。對我國護士會考、護士學校的註冊、課程等都有周詳的規畫與推展，她曾多次出席國際護士會議，並向大會介紹了我國護理發展的狀況，對我國護理貢獻良多；晚年仍一直掛心本會，病逝前甚至寫遺書囑咐將許多護理書籍贈予學會。1947年遺囑贈書寄至本會，由司徒雷登大使監印，本會管葆真代總幹事接受。
Ms. Nina D. Gage was the first president of the Nurses' Association of China (1914) and later served as the president of the International Council of Nurses (ICN) from 1925 to 1929. She was the pioneer of nursing school education in China. She played a crucial role in the detailed planning and development of national nursing examinations, nursing school registration, and curricula. She attended multiple international nursing conferences, where she introduced the progress of nursing development in China, making significant contributions to the field. Even in her later years, she remained deeply committed to the association. Before her passing, she wrote a will instructing that many nursing books be donated to the association. In 1947, the bequeathed books were sent to the association, overseen by Ambassador John Leighton Stuart, and received by Acting Secretary-General Guan Baozhen.

Ms. Cora E. Simpson, a nurse sent by the Women’s Division of the American Methodist Episcopal Church, arrived in China in 1907. She served as the first Secretary-General of the Nurses’ Association of China (1914–1928), managing all association affairs entirely without a salary. Through her dedication, the number of registered nursing schools and trained nurses increased steadily year by year. After her tenure ended, Ms. Cora E. Simpson remained actively involved in the association’s affairs. In 1941, due to the war, she left Nanjing for the Chongqing headquarters, where she continued to assist with the association’s work. She retired and returned to the United States in 1944, having made significant contributions to the organization. The women's division of her church donated $5,600 to the Nurses’ Association of China as a nursing education fund. In 1946, during the 15th National General Assembly, she was posthumously honored as Honorary Secretary-General.

1914年6月30日至7月2日在上海召開第一次全國護士大會（為第5次NAC會議），出席者包括英、美籍護士23人及首位參與會議之本國籍護士鍾茂芳（中）共24人。至1924年於廣州召開護士大會時，本國籍會員已多於外國籍護士。
From June 30 to July 2, 1914, the First National Assembly of Nurses (the 5th NAC meeting) was held in Shanghai. A total of 24 participants attended, including 23 British and American nurses, along with Zhong Maofang, the first Chinese nurse to take part in the conference. By the time the nursing conference was held in Guangzhou in 1924, the number of Chinese members had surpassed that of foreign nurses.

重要議決：

Key Resolutions
(1)The term "nurse" was standardized as "護士" (nurse) to replace the previous term "看護" (caregiver). The association's name was officially established as "中華護士會" (The Nurses Association of China), with the English name remaining as The Nurses Association of China. Terms such as "護生" (nursing student), "護士長" (head nurse), and "護士學校" (nursing school) were officially adopted.
(2)The conditions and curriculum standards for establishing nursing schools were formulated, and it was resolved that all nursing schools must register with the association.
(3)Graduates of nursing schools were required to take and pass the national nursing examination (written and practical tests) organized by the association in order to be awarded a certificate and qualify as nurses.
(4)A representative was sent to attend the 1915 ICN (International Council of Nurses) meeting in San Francisco to strengthen international connections.

The basic guidelines for nursing schools was established at the Association’s first General Member Assembly. Nursing schools were required to follow the guidelines and register with the Association.

From June 30 to July 2, 1914, the First National Assembly of Nurses (the 5th NAC meeting) was held in Shanghai. 因中日戰爭期間物價飛漲、經濟拮据，原「中國護士季報」自1942年暫停發行，直至1947年恢復發行並更名為「中國護士季刊」。期刊內容多次介紹國際護理協會(ICN)，1948年介紹之新任ICN理事長 (G. Hojer)、第一副理事長(M. Lambie)、第二副理事長(K. Densford) 、第三副理事長(G. Fairley)、會計(E. Davis)及總幹事-白立琪(Daisy Caroline Bridges)女士。

It resumed in 1947 and was reissued as The Nursing Journal of China. The journal frequently introduced the International Council of Nurses (ICN). In 1948, it featured an introduction to the newly ICN board, including President G. Hojer, First Vice President M. Lambie, Second Vice President K. Densford, Third Vice President G. Fairley, Treasurer E. Davis, and Secretary-General Daisy Caroline Bridges.

The 4th General Assembly was held on May 5th, with around 200 members. Ms. Chou Meiyu was the President, and Madam Soong Mei-ling was the Honorary President. Chou invited Soong to host a charity sale to raise funds for the China Nurses Association (now Taiwan Nurses Association).

The association attended the 50th anniversary conference of the Philippine Nurses Association, where it was decided that the Philippines, Taiwan, Singapore, and Japan would jointly organize the Asian Nursing Association, with the Philippines serving as the coordinating country.

為敦促立法院早日通過護理人員法，本會與護理師護士公會全聯會共同發表聯合聲明及陳情書簽署活動，獲得全台超過13,500名護理人員的簽署，送交立法院後獲得多數立法委員的支持，最終通過護理人員法，使護理人員的執業權獲得保障。

本會自1992年接受行政院衛生署委託計畫，主要目的是對臨床護理人員施以有系統、有計畫的培訓，使護理人員在工作各階段具備應有之能力，作為生涯規劃之依循。初期發展「醫院基層護理人員臨床專業能力進階制度實施指引」，內容包括：進階制度概念架構、各階層護理人員能力要求、專業能力進階之實施流程、進階層級、專業能力訓練重點及各階層晉升要求、名詞界定和專科護理人員審查標準、參與推展計畫醫院間護理人員流動之相互認定辦法、及急診加護護理與手術室護理專業訓練課程等。自1993年開始接受N3個案報告與N4護理（行政）專案送審迄今，已為基層護理人員臨床專業能力進階奠定良好根基。

1996 年首次辦理「急症加護護理人員能力鑑定考試」，近1,700人參加，2008年起，為使所有專科能力認證名稱達一致性，此項能力鑑定更名為「急診加護護理師認證考試」。之後陸續增加其他專科，如：手術全期護理師（2005）、精神衛生護理師（2006）、兒科急重症護理師（2007）、腫瘤護理師（2007）、腫瘤個案管理護理師（2009）、社區衛生護理師（2011）等；上述專業能力認證考試，部分為本會與次專科團體（腫瘤、精神衛生、手術全期）等輪流辦理，凡通過認證考試者，均頒發證書。另於2016年開始辦理「 進階護理師」認證，每6年更新一次，使專科護理能力更上層樓。

Held from November 26 to 28, the meeting was co-chaired by ICN Consultant for Nursing and Health Policy Dr. Mireille Kingma (front row, fourth from the right) and President Shou-Hui Lin. The 23rd ICN Congress, hosted by the Taiwan Nurses Association in Taipei, Taiwan, from 22 to 27 May 2005, brought together over 4,000 nurses from 148 countries. The Congress theme, “Nursing on the Move: Knowledge, Innovation and Vitality”, featured 28 main sessions, 400 concurrent presentations, and more than 800 posters showcasing innovation, emerging nursing roles, and cutting-edge research.

Launching the Girl Child Education Fund (GCEF)
ICN與南丁格爾國際基金會於第23屆在台北舉辦之ICN大會上發起了成立女童教育基金，以救助非洲失學兒童中占60%的失怙女童；會中聯合國駐非特使 Mr.Stephen Lewis (左圖男士)發表專題演講響應GCEF募款，包括全球知名護理理論學家Afaf Ｍeleis (右圖左2)亦參加募款餐會。
The Florence Nightingale International Foundation (FNIF), the charitable arm of ICN, launched the Girl Child Education Fund (GCEF) in 2005 with the mission of supporting access to education for the orphaned daughters of nurses in developing countries. During the conference, Mr. Stephen Lewis (pictured in the left photo), UN Special Envoy to Africa, delivered a keynote speech in support of the GCEF fundraising efforts. The event was also attended by world-renowned nursing theorist Dr. Afaf Meleis (in the right photo, second from the left).

辦理衛生署委託「友邦護理人員培訓計畫」，自8月1日至9月24日為期8週共計21個國家30位護理人員參訓。
In 2005, the Association implemented "Nursing Leader's Training Program-Partner for Global Health" for diplomatic allies, commissioned by the Department of Health. The program ran for 8 weeks in August and September, with 30 nurses from 21 countries in attendance.

Establishing a Professional E-Learning Portal
數位學習課程內容涵蓋：「護理專業課程」、「護理專業品質」、「護理專業倫理」、「護理專業相關法規」四大類，使專業學習能突破輪班與時空限制，並嘉惠偏遠地區護理人員。
The digital learning courses cover four major categories: "Nursing Professional Courses", "Nursing Quality", "Nursing Ethics", and "Nursing-Related Regulations". These courses enable professional learning beyond the constraints of shift work, time, and location, benefiting nursing personnel in remote areas.

本會參與 ICN 正向執業環境行動專案（Positive Practice Environments Campaign, PPE），於2009年8月17日與ICN理事長Rosemary Bryant 共同召開記者會，台灣共計242所醫院參與此專案。
The association participated in the ICN Positive Practice Environments Campaign (PPE) and held a press conference on August 17, 2009, together with ICN President Rosemary Bryant. A total of 242 hospitals in Taiwan took part in this initiative.

ICN「全球護理領袖培訓營」（Global Nursing Leadership Institute, GNLI），旨在增進護理師擔任國家層級及全球性領袖的領導技能，發揮護理影響力。本會每年甄選1-2名會員參加ICN遴選，並補助參訓。首屆參訓者為：黃璉華教授、王桂芸教授。
The ICN Global Nursing Leadership Institute (GNLI) builds nurses’ leadership at national and global levels. Each year, the Taiwan Nurses Association nominates 1–2 members for ICN’s selection and offers funding support for participation. Launching the Nightingale Nursing Leadership Institute (NNLI)
目標是使參與的苑士們都能具有宏觀視野、自我成長、溝通領導及政治參與的核心能力，以擴展護理在政府部門的能見度，為護理人員謀求及爭取權益。自2011-2024年已辦理12屆共395人參加。
The goals of the Institute include cultivating the broader perspectives, personal growth, communication, leadership and political participation necessary to extending the visibility and influence of nursing in public policy with 395 participants from 2011 to 2024.

Launching ICN Leadership for Change (LFC)
與國際護理協會共同合辦ICN變革領導培訓營，目的是培育國內中高階護理人員，使其成為具備因應醫療衛生環境改變能力之卓越領導者及管理者。自2015年至今培養了國內外逾百名參訓者，包括來自緬甸、印尼、越南、墨西哥、聖露西亞、菲律賓、蒙古、阿根廷、柬埔寨及巴拉圭等多國之中高階護理師。
Co-hosted with ICN since 2015, the programme trains mid- to senior-level nurses to become effective leaders in a changing healthcare environment. Over 100 participants from Taiwan and countries including Myanmar, Indonesia, Vietnam, and others have taken part in.

為引領國際護理專業發展，與ICN共同合作，強化區域NNAs（National Nurse Associations）之整合與連結，提供臺灣護理菁英引領國際護理專業發展之平台，以增加國際影響力。於2015年初通過設置「卓越中心」，2018年修訂卓越中心組織，下設：領袖培訓組、知識轉譯組及研究創新與政策組。
The Center for Excellence was established in 2015 with following missions: building up a databank of nurse experts, cultivating international nursing leaders, recommending relevant experts and/or scholars to participate in international organizations, supporting cross-border collaborative projects on nursing education and nursing practice, helping train nurses from overseas, founding a National Evidence-Based Health Care Platform, and developing evidence-based guidelines. 世界災難護理學會(WSDN)於2008年在日本神戶市成立，為一國際性學術組織，其成立宗旨在藉由推動災難護理國際學術交流及跨國研究，以及災難護理知識及實務之系統化，為人類健康與福祉做出貢獻。
The World Society of Disaster Nursing (WSDN) was established in 2008 in Kobe, Japan, as an international academic organization. Its mission is to contribute to human health and well-being by promoting international academic exchange and cross-national research in disaster nursing, as well as systematizing disaster nursing knowledge and practice.

於11月14-16日舉辦，出席者包含：台灣、中國、香港、印尼、日本、韓國、澳門、馬來西亞、菲律賓、以及泰國等10會員國代表近50人。會議由 ICN Director on Nursing and Health Policy Mr. Howard Catton (兩圖皆為前排中)與王桂芸理事長共同主持。
Held from November 14 to 16, the meeting gathered nearly 50 representatives from 10 member countries, including Taiwan, China, Hong Kong, Indonesia, Japan, Korea, Macau, Malaysia, the Philippines, and Thailand. Nursing Now Campaign (2018-2020)
ICN與世界衛生組織（WHO）共同發起為期三年（2018-2020）的全球性護理行動－ NursingNow Campaign，目的在於提升全球護理人員的專業形象與地位，增強護理的影響力，並彰顯護理對健康照護的貢獻，此活動持續到2020年南丁格爾女士200歲冥誕。本會於國際護師節慶祝大會中發起簽署活動，獲得政府及各界踴躍支持。
ICN and WHO launched the three-year Nursing Now Campaign to elevate the image, status, and influence of nurses globally, continuing through the 200th anniversary of Florence Nightingale's birth in 2020. The Association supported the campaign with a signature drive during International Nurses Day, gaining strong backing from the government and various sectors.

本館展示內容分為「里程碑」、「多媒體播放區」、「卓越領航互動區」、「文物展示區」、「國際事務互動區」等五大主題，以多媒體、文物、期刊、照片佈展；並為歷史留下見證。
The exhibition at the museum is divided into five main areas: "Milestones", "Multimedia Exhibition", "Leadership for Excellence Interactive Area", "Historical Exhibits", and "Global Affairs Interactive Area".

TNCC願景為：成為政府認可及授權之護理專業認證專責機構。透過建立護理專業認證制度，驗證護理師專業知識，使其得以展現專科專長，對專業感到驕傲及滿意；並促使政府及機構授權賦能，以促進護理專業發展，確保照護品質及病人安全，增進民眾健康。
The missions of TNCC focuses on advancing nursing certification through integration across specialties, developing standardized criteria, expanding professional certifications, improving question development and review processes, training qualified assessors, and establishing a talent pool for certification and accreditation.
TNCC願景為：成為政府認可及授權之護理專業認證專責機構。透過建立護理專業認證制度，驗證護理師專業知識，使其得以展現專科專長，對專業感到驕傲及滿意；並促使政府及機構授權賦能，以促進護理專業發展，確保照護品質及病人安全，增進民眾健康。

目的是藉由法規面（世界衛生組織暴力防治觀點與司法護理原理原則）與實務面（性侵害案件法庭攻防、採證及司法護理服務與記錄）深入探討性侵害採證相關議題。此為台灣首次辦理司法護理師之培訓課程，更是我國司法護理史上的里程碑；對於性侵害專責護理師驗傷採證及證據保全能力等各品質提升均有實質助益，以維護受害者的隱私安全及保障法律人權。

Holding the First Question Drafter and Reviewer Training Workshop on the National RN Licensure Examination
此由TNCC專業培訓組籌劃辦理，課程內容包含：護理師國考核心職能介紹、護理師國家考試命題原則、護理師國家考試歷年考題、品質與成果分析、與提升命題品質的方法與策略。
Organized by the TNCC Professional Training Team, the workshop covers core competencies, item writing principles, past exam analysis, quality assessment, and strategies for improvement.
此由TNCC專業培訓組籌劃辦理，課程內容包含：護理師國考核心職能介紹、護理師國家考試命題原則、護理師國家考試歷年考題、品質與成果分析、與提升命題品質的方法與策略。
Organized by the TNCC Professional Training Team, the workshop covers core competencies, item writing principles, past exam analysis, quality assessment, and strategies for improvement.

參與第 1 屆「高齡健康產業博覽會」
Attending the 1st Healthy Ageing Tech Show
為了響應政府前瞻發展高齡科技產業政策，為跨域整合打造高齡健康產業鏈，由生策會、生策中心主辦的第1屆「高齡健康產業博覽會」，2024年8月2日起在台北世貿一館盛大開幕，為期三天；本會與中華民國護理師護士公會全國聯合會、台灣居家護理暨服務協會、台灣長照護理學會、社團法人臺灣護理之家協會，以及台灣安寧緩和護理學會聯合參展。
The inaugural Healthy Ageing Tech Show was held to support the government’s forward-looking aging technology policy. Five nursing associations participated jointly to showcase the vital role and innovative contributions of nursing in long-term care and the aging health industry.

延攬年輕護師與護生擔任委員會委員，以提昇年輕護師及護生專業認同，促進專業職涯發展與接軌國際，成為未來的領導者，為政策倡議發聲，並為組織注入活水與新氣象。
The committee aims to cultivate future leaders and advocate for policies relevant to the nursing profession. By engaging young nurses and nursing students as committee members, TWNA seeks to include new perspectives and vitality into its operations, further invigorating the nursing profession while promoting innovative and forward-thinking strategies.
延攬年輕護師與護生擔任委員會委員，以提昇年輕護師及護生專業認同，促進專業職涯發展與接軌國際，成為未來的領導者，為政策倡議發聲，並為組織注入活水與新氣象。
